Introducing fictional character Penelope Garcia, the quirky computer tech on CBS' Criminal Minds played by Actress Kirsten Vangsness. Garcia is a computer guru who helps the team of FBI profilers research cases -- she is fun loving, flamboyant, humorous, and of course intelligent. I am digging this character's personal style. I have always been an advocate for showcasing individualism when it comes to fashion.
